Election Commission is to evaluate the returning officers on the basis of a new pattern for 2019.

Reportedly, 58% of the probable returning officers in MP failed to pass the basic election knowledge test which was conducted by the Election Commission.
On these results, the Election Commission recently decided to not to evaluate the returning officers on the basis of their memory of remembering all the election related laws, but, to evaluate them on their ability to recognise the suitable laws for certain circumstances.
The Election Commission has also decided to increase the passing percentage to 90% for the upcoming Lok Sabha polls, which was only 70% earlier.
As per a senior Election Commission officer, the decision of the changed pattern of evaluation and the increased passing percentage is firm and cannot be challenged even the courts.
The senior also explained the decision of the changed pattern as according to Election Commission it is totally impractical to memorise all the laws regarding the elections. Therefore, the test will be on the basis of their practical knowledge on how to handle certain situations.
Also, the senior Election Commission officer explained that the earlier passing percentage of 70% was a lower benchmark, and the returning officer has to obtain at least 90% in order to qualify the test.
New upgraded pattern and the increased passing percentage will be implied from the upcoming general elections, according to the Election Commission.
